Organizational measures to be implemented in the University in the event of seismic events due to bradyseism in the Phlegraean Fields area

Taking into account the intensification of phenomena related to bradyseismic activity in the Phlegraean Fields area, the University has defined procedures to be implemented in the event of seismic events with epicenter in the Phlegraean area, based on the intensity of the events and the time of their occurrence in the twenty-four hours.

The operational measures, which apply in particular to the conduct of teaching activities, examination sessions, graduation sessions, conferences or events scheduled at the University's premises, were defined by adopting the following criteria:

1. standardization of procedures: the objective is to define, as far as possible, operational procedures to be implemented following a seismic event, declined according to objective and measurable parameters.

2. limitation of displacements: the measures taken aim to avoid, where possible, massive displacements of students when specific thresholds of seismic intensity are exceeded, in order to contain the impact on mobility and public transport.

3. operational continuity: the provisions are designed to ensure, as far as possible, the continuation of those institutional activities such as profit examinations, graduation examinations, conferences and events for which it is specifically required to be held in presence, unless necessary and possible structural inspections by the Technical Offices in charge of the dedicated buildings in each of the University's locations affected.

4. progressivity of measurements based on the distance of buildings from the epicenter: post-earthquake verifications on buildings and other measurements are subject to a criterion of progressivity, based on available scientific evidence and the effects of seismic acceleration on buildings due to their distance from the epicenter.

5. classification of events into different types: having verified the data made available by the Institute of Geophysics and Volcanology (INGV) and taking into account the magnitude (M) and location of the earthquake, the Rectorally appointed University Coordination Committee for Bradyseism proceeds to classify the seismic event that has occurred, and issues a bulletin containing the information useful for the identification, among those previously defined (see table), of the specific procedure to be implemented. The actions to be taken differ according to the time of occurrence of the seismic event and its type.

Classification according to the time location of the event in the twenty-four hours:
- seismic events occurring during the closing hours of facilities;
- seismic events occurring during the opening hours of facilities.

Classification according to the type of event in the Phlegraean area:
- type A: events of magnitude less than 4;
- type B: events of magnitude between 4 and 5;
- type C: events of magnitude greater than 5.

Since these are measures to be applied in the event of seismic events in the Phlegraean Fields area, those to be implemented in the Athenaeum's premises located in the western area of the City of Naples differ from those concerning the other premises, located elsewhere. The classification of the different procedures is shown in the Table.

For events of magnitude greater than 3.5, bulletins issued by the Coordinating Committee are published in this section. However, bulletins for seismic events of lower magnitude but still significant may be published in the same archive at the discretion of the Coordinating Committee.
